Specifically, our score for quality is discounted by the published tuition and fees charged by the given college. This gives the cost per unit of quality for each college. The more quality your dollar buys, the better the value.
Our calculations use out-of-state tuition and fees in our nationwide and regional rankings. For statewide rankings, we use average in-state tuition and fees.

A rank of #4 on this year’s list means Western Kentucky University is a great place for students working on their graduate certificate who want the most bang for their educational buck. Western Kentucky University is a fairly large public school located in Bowling Green, Kentucky that handed out 195 graduate certificates in 2020-2021.
WKU graduate students pay an average of $18,340 in tuition and fees each year.

University of Kentucky landed the #7 spot in the 2023 rankings for the best value graduate certificate programs. UK is located in Lexington, Kentucky and has a large student population. In 2020-2021, this school awarded 342 graduate certificates to qualified students.
UK graduate students pay an average of $33,548 in tuition and fees each year.

With a ranking of #8, Eastern Kentucky University did quite well on this year’s best value schools for students working on their graduate certificate. Eastern is a fairly large public school situated in Richmond, Kentucky. It awarded 80 graduate certificates in 2020-2021.

Bellarmine University landed the #9 spot in the 2023 rankings for the best value graduate certificate programs. Located in Louisville, Kentucky, the small private not-for-profit school awarded 9 diplomas to qualifed graduate certificate students in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Bellarmine U are $13,652 a year.
