Even some of the 'big name' schools are offering online courses. Also, there are a number of trade schools and bootcamps with offerings that you might find attractive.
To help you arm yourself with the information you need to make your decision, Course Advisor has developed this Best Value Doctor's Degree Schools in Maryland ranking. This report analyzed 15 schools in Maryland to see which ones offered the best value doctor's degree programs for students. The goal was to highlight schools with more affordable prices than others offering similar quality experiences.
This ranking is not just a list of inexpensive schools. We also consider each school's quality, since we believe a low-quality school may not be a 'bargain' at any price. More specifically, we discount our quality score by the published tuition and fees charged by a school. This gives the cost per unit of quality for each college. The value is determined by how much quality your dollar buys.
For nationwide and regional rankings, we use out-of-state tuition and fees in our calculations. Average in-state tuition and fees are used for our statewide rankings.

Our 2023 rankings named University of Maryland Global Campus the best value school in Maryland for students working on their doctor’s degree. This large public school is located in Adelphi, Maryland, and it awarded 54 doctor’s degrees in 2020-2021.
UMGC graduate students pay an average of $12,132 in tuition and fees each year.
Online graduate courses are available at UMGC, but you will need to check with the school to see if they are available for your field of interest. In 2019-2020 about 91% of the graduate students at the school chose to take one or more online courses.
UMGC did well in our overall quality rankings, too. It placed #4 on our Best Doctor’s Degree Schools in Maryland list.
A rank of #2 on this year’s list means Salisbury University is a great place for students working on their doctor’s degree who want the most bang for their educational buck. Salisbury, Maryland is the setting for this medium-sized institution of higher learning. The public school handed out doctor’s degrees to 9 students in 2020-2021.

A rank of #3 on this year’s list means Bowie State University is a great place for students working on their doctor’s degree who want the most bang for their educational buck. Bowie State University is a medium-sized public school situated in Bowie, Maryland. It awarded 16 doctor’s degrees in 2020-2021.

Some students may be able to take online graduate classes at Bowie State University. In fact, around 96% of the graduate population registered for at least one online class in 2019-2020.
Out of the 15 schools in Maryland that were part of this year’s value ranking, Hood College landed the # 4 spot on the list. Hood is located in Frederick, Maryland and has a small student population. In 2020-2021, this school awarded 7 doctor’s degrees to qualified students.

University of Maryland - College Park came in at #7 in this year’s edition of the Best Value Doctor’s Degree Schools in Maryland ranking. College Park, Maryland is the setting for this large institution of higher learning. The public school handed out doctor’s degrees to 581 students in 2020-2021.

Frostburg State University landed the #8 spot in the 2023 rankings for the best value doctor’s degree programs. This small public school is located in Frostburg, Maryland, and it awarded 10 doctor’s degrees in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Frostburg State are $13,092 a year.
Online graduate courses are available at Frostburg State, but you will need to check with the school to see if they are available for your field of interest. In fact, around 83% of the graduate population registered for at least one online class in 2019-2020.
University of Maryland Eastern Shore did quite well in this year’s ranking of the best value places for students to get a doctor’s degree. It came in at #9 on the list. Located in Princess Anne, Maryland, the small public school handed out 66 doctor’s degree awards in 2020-2021.
The average tuition and fees for an out-of-state graduate students at UMES are $17,160 a year.
Online graduate courses are available at UMES, but you will need to check with the school to see if they are available for your field of interest. In 2019-2020 about 11% of the graduate students at the school chose to take one or more online courses.
With a ranking of #10, Morgan State University did quite well on this year’s best value schools for students working on their doctor’s degree. Located in Baltimore, Maryland, the medium-sized public school awarded 71 diplomas to qualifed doctor’s degree students in 2020-2021.
Out-of-state tuition fees for graduate students at Morgan State are $17,559 per year.
Online graduate courses are available at Morgan State, but you will need to check with the school to see if they are available for your field of interest. In 2019-2020 about 40% of the graduate students at the school chose to take one or more online courses.
With a ranking of #11, University of Maryland - Baltimore County did quite well on this year’s best value schools for students working on their doctor’s degree. University of Maryland - Baltimore County is a fairly large public school located in Baltimore, Maryland that handed out 89 doctor’s degrees in 2020-2021.
UMBC graduate students pay an average of $23,580 in tuition and fees each year.
You may have the opportunity to take online graduate classes at UMBC. In fact, around 97% of the graduate population registered for at least one online class in 2019-2020.
Loyola University Maryland came in at #12 in this year’s edition of the Best Value Doctor’s Degree Schools in Maryland ranking. Baltimore, Maryland is the setting for this medium-sized institution of higher learning. The private not-for-profit school handed out doctor’s degrees to 20 students in 2020-2021.
Loyola Maryland graduate students pay an average of $18,600 in tuition and fees each year.

Notre Dame of Maryland University landed the #13 spot in the 2023 rankings for the best value doctor’s degree programs. Baltimore, Maryland is the setting for this small institution of higher learning. The private not-for-profit school handed out doctor’s degrees to 60 students in 2020-2021.
Out-of-state tuition fees for graduate students at NDMU are $13,711 per year.
Online graduate courses are available at NDMU, but you will need to check with the school to see if they are available for your field of interest. To give an idea of how popular online courses are at the school, 61% of graduates took at least one course online in 2019-2020.
University of Baltimore came in at #14 in this year’s edition of the Best Value Doctor’s Degree Schools in Maryland ranking. Baltimore, Maryland is the setting for this small institution of higher learning. The public school handed out doctor’s degrees to 227 students in 2020-2021.
UB graduate students pay an average of $22,100 in tuition and fees each year.
Since the graduate programs at UB are online, the school is an excellent choice for graduate students who need more flexibility than what is offered at some other schools.
Johns Hopkins University did quite well in this year’s ranking of the best value places for students to get a doctor’s degree. It came in at #15 on the list. This large private not-for-profit school is located in Baltimore, Maryland, and it awarded 726 doctor’s degrees in 2020-2021.
The average tuition and fees for an out-of-state graduate students at Johns Hopkins are $61,202 a year.
One thing to take note of is that Johns Hopkins does offer online graduate classes in some areas. In fact, around 85% of the graduate population registered for at least one online class in 2019-2020.
