This ranking is not just a list of inexpensive schools. We also consider each school's quality, since we believe a low-quality school may not be a 'bargain' at any price. Specifically, our score for quality is discounted by the published tuition and fees charged by the given college. This gives the cost per unit of quality for each college. The more quality your dollar buys, the better the value.
For nationwide and regional rankings, we use out-of-state tuition and fees in our calculations. For statewide rankings, we use average in-state tuition and fees.

Top 10 Best Public Health Schools
Our 2023 rankings named Western Carolina University the best value school in North Carolina for public health students. WCU is a fairly large public school located in the distant town of Cullowhee.
WCU undergraduate students pay an average of $4,367 in in-state tuition and fees each year. While working on their degree, public health majors at WCU accumulate an average of around $25,918 in student debt.
Out of the 18 schools in North Carolina that were part of this year’s ranking, Appalachian State University landed the # 2 spot on the list. Located in the distant town of Boone, Appalachian State is a public college with a very large student population.
In-state tuition fees for undergraduate students at Appalachian State are $7,410 per year. After completing their degree, public health graduates from Appalachian State carry an average student debtload of $22,250. The average monthly payment of a loan this size is about $197, assuming that the borrower is on a 10-year repayment plan.

ECU undergraduate students pay an average of $7,297 in in-state tuition and fees each year. After completing their degree, public health graduates from ECU carry an average student debtload of $26,000. When it comes time to repay the loan, graduates who are on a 10-year repayment plan pay an average monthly payment of $271.
